The problem
The problem
New autonomous and uncrewed systems are hitting the water every month. Most teams have engineers, not mariners.
Delivered is not the same as in use. Systems arrive on vessels and get switched off, because nobody trained the crew, wrote the procedures, or made the case to the people on watch.
The gap between a working system and a working operation is operational, not technical. That gap is where we work.
What we do
Four lines of work
Intelligence and regulatory briefings
Monthly market intelligence on who is operating autonomous and uncrewed systems in US waters, standard or built to your program. Regulatory landscape briefings for crews and leadership, covering the IMO MASS Code, US Coast Guard guidance on unmanned maritime systems, and lessons from recent incidents, so you are ahead of tightening safety standards rather than behind them.
CONOPS and regulatory support
We write concepts of operation for uncrewed surface and subsea systems, build the safety case, and represent your program through the regulatory process.
Project and business development support
We help marine technology companies move a capability from trial into paid work, from customer targeting through proposal and delivery planning.
Training and digital twin development
Digital twin development for underwater and surface robotics. Mission rehearsal, test and evaluation, operator training. Full training solutions for ROV, AUV and USV crews, so the system you deliver is the system they run.
Who we work with
Operators, builders and programs
Defense primes, autonomy OEMs, offshore energy, and state and federal programs.

Recent work
Recent work
- Contributor to Regulatory Landscape for Establishing Autonomous Marine Systems Test Ranges in Rhode Island and Massachusetts Waters (Rhode Island Sea Grant, Roger Williams University, 2026).
- Monthly market and regulatory intelligence reports delivered to a subsea technology manufacturer and an international marine contractors association.
- Dozens of introductions made between autonomy developers, operators, integrators and programs, locally and internationally, since 2023. Several became contracts.
About
Built by mariners, not consultants
Founded by a master mariner with more than 20 years in offshore and subsea operations, scientific operations, ship construction and ports, at sea and on the program side.
Our associates bring the same depth across maritime, offshore construction and marine technology operations. We work where new technology meets the water and has to be accepted by the people who run it.
Based in Newport, Rhode Island. We work on the water and in the room where the program is decided, wherever the job sits.
